In this step you want to do what is called tight lining with your eyeliner.

I love Revlon eyeliners for this and think they perform just as well as the more expensive brands, but any pencil eyeliner works and the twist up type tends to be easier to use.

A tight line is when you line the inside of your upper eyelid. This makes your lashes look thicker and your eyes look instantly more awake.
If you are crunched for time and just to a tight line and mascara your eyes will still really pop out.
